Changi Water Reclamation Plant to Expand for Growing Industrial Demand

Jul 2024

Singapore’s national water agency, PUB, has announced a tender for the third expansion of the Changi Water Reclamation Plant to meet growing industrial water demand in the eastern part of the country. This expansion will increase the plant’s water treatment capacity by up to 96 million gallons per day, equivalent to the amount of water in 175 Olympic-size swimming pools. Slated for completion in the mid-2030s, the project aims to ensure a sustainable used water system for Singapore by incorporating advanced membrane bioreactor technology for more efficient water treatment.

The Changi plant, currently undergoing its second expansion to be completed by the end of 2024, will see its total capacity rise to 246 million gallons per day. The third expansion will further enhance the plant’s capacity and efficiency, providing better-quality treated water for Newater production. This treated used water will be transported to Newater factories, where it will be purified and used primarily for industrial purposes, air-conditioning cooling, and, during dry periods, supplementing Singapore’s reservoirs for domestic use.

Singapore’s daily water consumption is about 440 million gallons, with industrial demand projected to grow significantly by 2065. The Changi Water Reclamation Plant, alongside other facilities in Jurong, Ulu Pandan, and Kranji, plays a critical role in meeting this demand. The planned construction of a third Newater factory at Changi, set to commence in late 2024 and be completed by 2026, will further bolster the country’s water supply. This factory is expected to produce up to 50 million gallons of Newater per day, reinforcing Singapore’s position as a global leader in water management through continuous innovation and resilience.
