Strategic Infrastructure Enhancements and Key Tenders Issued by Singapore’s PSA and LTA

Singapore’s Land Transport Authority (LTA) has announced plans to enhance the road network in Tuas South, with construction set to begin in 2025. These developments are part of a broader effort to support the industrial growth in Tuas South and the consolidation of Singapore’s container port activities at Tuas over the next decade. A key component of this project is the second phase of the Tuas Road Viaduct, an extension of the existing Tuas Viaduct. The enhancements will also include road works along Tuas South Avenue 3, Tuas South Boulevard, Pioneer Road, and Tuas South Avenue 5. As these works are completed progressively from 2030, the connectivity between the Tuas Port and major expressways and industrial estates will improve. LTA will call for tenders to carry out these works progressively starting from the third quarter of 2024.

Meanwhile, Singapore’s Tuas mega-port has recently opened its first berth, with plans to add two more by the end of 2024. This expansion comes as congestion eases at the port, which was previously a bottleneck exacerbated by global shipping disruptions. PSA International, the terminal operator, has already shifted operations from the city center to Tuas, boosting the port’s capacity to nine operational berths. Despite ongoing challenges, including off-schedule arrivals due to vessel diversions, Singapore aims to enhance efficiency through just-in-time scheduling systems.

The PSA is a key player in the industry, regularly issuing tenders to support its extensive operational and infrastructural needs. In August 2024, the tenders it has issued include:

  • Engineering Services: Term contract for the provision of labor and materials for overhauling fuel injection pumps and injectors for three years.
  • Hydraulics: Term contract for overhauling hydraulic cylinders for quay cranes, yard cranes, and prime movers for three years.
  • Mechanical and Electrical Works: Replacement of the Building Management System for Pasir Panjang Terminal Building 1 and Pasir Panjang Terminal Building 3.
  • IT Hardware and Maintenance: Provision of Citrix VDI expansion with five years of maintenance and support.
  • Hydraulics: Term contract for the supply and delivery of hydraulic hoses for three years.
  • IT Hardware and Maintenance: Design, supply, delivery, installation, testing, commissioning, and maintenance of Pasir Panjang Terminals 4-6 operations network over a DWDM transmission network.
