Changi Airport Plans Underground Link Between Terminals T2 and T5

May 2024

Changi Airport announces plans to build a 2.5km underground link connecting the future Terminal 5 (T5) to Terminal 2 (T2), part of ongoing efforts to enhance inter-terminal connectivity. Scheduled for completion in the mid-2030s, the project forms a vital component of the Changi East development, aimed at improving passenger and baggage transfer efficiency between terminals.

The initiative will involve the construction of tunnels for an automated people-mover system and a separate system for baggage handling. With preparatory work already underway, the project signifies Changi Airport’s commitment to improving infrastructure and passenger experience.

Awarded to Shanghai Tunnel Engineering Co, the USD 622 million contract will encompass the design and construction of underground structures, as well as the restoration of airport infrastructures and road surfaces, with completion projected by October 2028. The underground link aims to facilitate seamless transfers between flights, which is essential for a major air hub like Changi Airport.

First announced in 2013, the construction of Terminal 5 was initially slated to begin around 2020. However, the project faced a two-year delay due to the Covid-19 pandemic. Work resumed in 2022, and the construction of the new terminal is now scheduled to commence in 2025. Once operational, T5 will have the capacity to handle up to 50 million passengers annually, surpassing the combined capacities of Terminals 1 and 3.
