Tender Expected for EMR Implementation in Malaysian Government Hospitals and Clinics

Malaysia’s Health Minister, Dr Dzulkefly Ahmad, expects an open tender worth around MYR 1.5 billion (USD 365 million) to be announced this year for a project that will fully implement an electronic Medical record (EMR) system in all government hospitals and clinics in the country over the next five years. Currently, 35 out of a 145 government hospitals are furnished with a Hospital Information System (HIS) while 118 out of 1,703 government clinics, or 7% are supplied with Clinical Information Systems (CIS). In November 2018, Dr Dzulkefly Ahmad announced that EMR system would be implemented at 145 public hospitals within the next three years. 

Currently used HIS products include Cerner, ISoft, Fisiscien, Profdoc and patient management systems, meanwhile clinics are using Teleprimary Care (TPC), TPC-OHCIS, and Oral Health Care Information Systems (OHCIS).

At this point it is unclear whether the project will involve single or multiple operators as the business model for the program is still under review. The phased implementation of the EMR system will depend on the government’s financial capacity. It is currently also evaluating 60 proposals from companies that participated in an Open Day EMR event.
