Malaysia launches National Transport Policy 2019-2030

On 18 October 2019, Malaysia launched the National Transport Policy (NTP) 2019-2030. It will serve as the overarching roadmap for developing an efficient, comprehensive, secure and sustainable transport sector with the aim of enhancing Malaysia’s economic competitiveness and supporting the well-being of its people.

The NTP 2019-2030, developed through close collaboration between the government and private sector, consists of five policy thrusts and 23 strategies taking into consideration future trends that will affect the transport sector. The five policy thrusts aim to:

  • Strengthen the governance to create a conducive Environment for the transport sector
  • Optimize, build & maintain transport Infrastructure, services and networks for efficiency
  • Enhance safety, integration, connectivity & accessibility for seamless journey
  • Advance towards green transport ecosystem
  • Expand global footprint and promote internationalization of transport services

The policies aim to address 8 key trends:

  • Growing and increasingly ageing population
  • Increasing urbanization
  • Advances in real time information and digitalization
  • Expansion of e-commerce market
  • Shift towards Environmentally sustainable transport
  • Move towards bigger vessels, consolidation and containerization
  • Increasing passenger travel and impact of Low Cost Carriers
  • Proliferation of new technology

Prime Minister Mahathir Mohamad stated during its formal launch that the NTP will embrace the upcoming Fourth Industrial Revolution (IR 4.0) to promote the modal shift from private vehicles to public transport. Transport Minister Anthony Loke Siew Fook added that the government is aiming to achieve a modal share of 40% for public transportation within the next 10 years under the NTP, as only 20% of Malaysians use public transport currently. Fook said that the framework would also be the guiding principle for future investment in the country’s various transportation and road systems, ensuring that Malaysia remains a business-friendly country in order to fulfill the needs of the industry.

Specific to the aviation sector, the Transport Ministry stated that it will focus on reviewing the acts and regulations to improve logistics connectivity in line with the e-commerce boom, continuous upgrade of ports, and expansion plans. It hopes that NTP will help to enhance productivity and increase competitiveness for the transportation sector in creating a robust regulatory framework that supports the future needs of the industry.
