The Department of Trade and Industry (DTI) announced the inauguration of Taiheiyo Cement Philippines Inc.’s (TCPI) new USD 234 million (PHP 12.8 billion) production plant in San Fernando, Cebu. The new facility, unveiled by the Philippine unit of Japan-based Taiheiyo Cement, is set to significantly enhance the country’s cement production capacity by an additional 3 million tons annually, reducing reliance on imports.
The DTI emphasized that this investment aligns with the government’s “Build Better More” infrastructure program, which aims to support the nation’s growing construction demands. The advanced plant features state-of-the-art kiln renewal technology, which will lower carbon dioxide emissions by at least 10% through reduced energy consumption and a lower clinker factor, marking a significant step toward environmentally responsible manufacturing in the cement industry.
The DTI also highlighted Japan’s role as a key economic partner, with the East Asian nation contributing over USD 13 billion in grants and low-interest loans through its Official Development Assistance (ODA) program. Japan remains the Philippines’ second-largest trading partner and third-largest source of foreign investment.
The inauguration of TCPI’s advanced manufacturing facility reflects the Philippine government’s aspiration for sustainable industrial growth and its efforts to streamline and digitalize regulatory processes to attract more strategic investments.
