Singapore and Philippines Accelerate Regional Green Energy Partnership

Jul 2025

Singapore and the Philippines have intensified their collaboration on renewable energy, carbon trading, and regional energy integration following high-level meetings in Manila in June 2025. During Prime Minister Lawrence Wong’s first official visit to the Philippines, he and President Ferdinand Marcos Jr. reaffirmed both countries’ commitments to climate adaptation and advancing a low-carbon regional economy. One of the outcomes is a renewed push to advance the ASEAN Power Grid, a multilateral project aimed at connecting Southeast Asian electricity networks to improve cross-border power trade and energy security.

A central pillar of this partnership is the development of a bilateral carbon credit framework under Article 6.2 of the Paris Agreement. This mechanism will enable both countries to collaborate on emissions reductions and unlock commercial participation in carbon trading projects. Singapore has already signed similar agreements with several other nations and is now working with the Philippines to finalize implementation details. Officials from both countries highlighted that this collaboration promises to drive technology transfer, encourage green investments, and create jobs, especially as Singaporean businesses display growing interest in wind and solar projects in the Philippines.

Beyond energy and climate, the two nations are also expanding cooperation in areas such as healthcare, sustainability, and digitalization. The partnership is further supported by the Philippines’ upcoming ASEAN Chairmanship in 2026 and Singapore’s in 2027, positioning both to play a leadership role in shaping the direction of the region’s sustainable economic development.
