Revised Plans for Jurong Lake District Advance Singapore’s Second CBD Development

Following several major revisions to make the site more attractive to developers, Singapore has taken a renewed step towards developing Jurong Lake District (JLD) as its second Central Business District, with the release of a revised “white site” for sale by the Urban Redevelopment Authority (URA). Located at Town Hall Link, the site is the first of three parcels intended to drive the next phase of development. It replaces an earlier, larger master developer project that was not awarded, as the combined bid of USD 2 billion was deemed too low. The revised approach breaks the site into smaller, more manageable plots to encourage stronger developer participation.

To enhance the site’s attractiveness, the Government has introduced several adjustments, including undertaking key infrastructure works such as demolishing existing state properties, improving connectivity to future MRT lines, and removing underutilised roads. The development mix has also been refined, with a higher proportion of residential units and a reduced office component. The site is expected to yield around 1,200 private homes, at least 40,000 square meters of office space, as well as additional mixed-use elements such as retail, hospitality, and community facilities.

The land parcel will be offered under the Government Land Sales (GLS) program with a long lease tenure, and developers will have flexibility in determining the mix of uses within the site.
