The Philippines and Japan have signed a four-year memorandum of cooperation to accelerate clean energy development and technology exchange between the two countries. The agreement, signed by the Department of Energy and Japan’s Ministry of Economy, Trade, and Industry, establishes a framework for collaboration on pilot projects, policy dialogue, capacity building, and technical knowledge sharing.
Under the partnership, Japan will support the Philippines in areas such as renewable energy deployment, grid integration, energy storage, hydrogen and ammonia technologies, liquefied natural gas, and carbon capture, utilization, and storage. The cooperation aims to strengthen energy security, enhance resilience, and advance low-carbon development aligned with the Paris Agreement and the Asia Zero Emission Community initiative.
The agreement will be implemented through Japan’s Agency for Natural Resources and Energy and the Philippines’ Energy Policy and Planning Bureau. Energy Secretary Sharon Garin said the initiative is expected to attract long-term investments, support job creation, and stimulate innovation across the energy sector.
The signing follows the DOE’s recent establishment of a framework for carbon credit generation and trading, enabling developers to obtain carbon credit certificates that can be traded in international, domestic, and voluntary markets.
