Malaysia Unveils High Impact Agri-Tech Strategy Under 13th Malaysia Plan

The Malaysian government has greenlit a strategic allocation of MYR33 million (USD 8.34 million) under the 13th Malaysia Plan (13MP) to drive high-impact agricultural projects from 2026 to 2030. These funds will primarily anchor the Food Crop Production Zone Empowerment Project, ensuring the continuity of nationwide food security initiatives.

This transition follows significant 12MP infrastructure milestones, which included MYR 24.98 million (USD 6.32 million) for upgrading Permanent Food Production Parks and MYR 18.47 million (USD 4.67 million) for the establishment of new agricultural hubs across states of Johor, Kelantan, and Penang, among others. Beyond land-based farming, the government is aggressively modernizing its water management and aquaculture frameworks to ensure climate resilience and commercial scalability. A cornerstone of this strategy is the MYR 1.34 billion (USD 338.7 million) Jeniang Water Transfer Scheme in Kedah. Simultaneously, the Aquaculture Industrial Zone (ZIA) initiative which received MYR 18 million (USD 4.55 million) in the previous plan continues to scale, with 54 identified locations already producing over 9,000 metric tons of fish and shellfish valued at MYR 684 million (USD 172.9 million) annually.

The 13MP also places a heavy premium on livestock self-sufficiency through the MYR 450 million (USD 113.8 million) Pengganda30 Programme, an integrated intervention aimed at raising the national ruminant population. With a goal to reach a 50% self-sufficiency ratio (SSR) for meat by 2030, the program represents a massive shift toward large-scale cattle and goat farming. These multi-billion-ringgit commitments across irrigation, aquaculture, and livestock underscore Malaysia’s transformation into a competitive, tech-driven regional food hub, offering fertile ground for high-value agricultural technology and infrastructure investment.
