Indonesia Launches Single Window Clearance to Streamline Business Processes

As integrated platforms and services gain prominence in Indonesia’s digital transformation agenda, the National Single Window Agency (LNSW) is translating these concepts into tangible outcomes. Established in 2018 under the Ministry of Finance, LNSW has developed the Indonesian National Single Window System (SINSW) to unify previously fragmented public services within a centralized platform.

According to LNSW’s IT Director, before the implementation of LNSW, businesses faced a fragmented system for exports, imports, and logistics, requiring them to navigate multiple service portals, complete extensive paperwork, and repeatedly enter data into separate systems managed by various ministries. With the introduction of the national single window system, many service applications can now be processed through a streamlined approach involving single submission, synchronous processing, and unified decision-making.

An external survey conducted in 2024 found that the SINSW increased service speed by 66.5% and reduced costs by 63.39%, leveraging API management, web services, and host-to-host integration to ensure interoperability between the ICT systems of ministries and agencies.

Due to varying levels of technology maturity across ministries, the adoption of system and infrastructure integration has been uneven. In response, LNSW has adopted a flexible approach by accommodating semi-manual processes while promoting digitalisation. To ensure system security, it conducts Static Application Security Testing (SAST) during both the design and development stages and employs Single Sign-On with Multi-Factor Authentication (MFA) for user access management.

LNSW is developing an AI-powered Indonesia Single Risk Management (ISRM) system to assess business risk profiles using compliance history and transactional data. The AI will analyze complex datasets to automatically update risk scores in line with current business activities, enabling ministries and agencies to use these insights when providing public services. This risk-based approach will allow authorities to prioritize low-risk, compliant businesses for faster services, while directing compliance enforcement efforts more efficiently toward higher-risk entities.

Since 2022, LNSW has operated the second generation of the SINSW system (INSW Gen-2), integrating previously separate applications through a single submission approach, and is now preparing to launch INSW Gen-3, which aims to introduce single credentials and unified profile management for businesses within the INSW ecosystem.

INSW Gen-3 will function as a superapp-style platform, integrating export-import licensing, logistics services, and non-tax state revenue payments into a single interface, while also offering host-to-host connectivity to enhance in-house business systems and third-party digital services.
