HDF Energy, PH Government Partner on Green Hydrogen Projects

Hydrogène de France (HDF Energy) has signed a Memorandum of Understanding (MoU) with the Philippine Department of Transportation (DOTr), with support from the Mindanao Development Authority (MinDA), to develop green hydrogen infrastructure and roll out hydrogen-based power and transport solutions in the country. The agreement supports the Philippines’ efforts to shift to cleaner energy and reduce emissions, particularly in power generation and transport.

HDF will deploy its Renewstable® hydrogen power plants, which combine solar or wind with hydrogen storage to deliver round-the-clock renewable electricity. These plants aim to replace diesel generators, especially in off-grid areas, and will also produce green hydrogen to power future maritime vessels and trains.

The MoU was signed during the visit of French Minister Delegate for Foreign Trade Laurent Saint-Martin and hosted by French Ambassador Marie Fontanel, underscoring growing cooperation between the two countries on clean energy.

HDF plans to invest up to USD 1.5 billion in as many as 15 Renewstable® plants nationwide. This builds on an earlier agreement with the Department of Energy and MinDA in 2024, focused on hydrogen and renewable energy development in Mindanao.

Government agencies welcomed the move as a step toward more resilient and sustainable energy and transport systems. HDF Energy’s APAC Director Mathieu Geze said the partnership reflects the company’s commitment to helping the Philippines advance energy security through reliable, clean power.
