Malaysia to Establish 200 Low Carbon Zones by 2030 to Drive Green Economic Growth

The Malaysian Ministry of Natural Resources and Environmental Sustainability (NRES) has unveiled a strategic mandate to establish 200 low carbon zones across Malaysia by 2030, transforming urban centers into engines for green economic growth. Since the 2021 launch of the National Low Carbon Cities Masterplan, 146 out of 156 local authorities have completed specialized training, with 70 already implementing active carbon-reduction solutions.

These efforts reached a significant milestone in 2025, achieving a verified reduction of 324,073.84 tons of CO2 equivalent, an impact comparable to planting over 10 million mature trees, while opening massive private-sector opportunities in renewable energy, sustainable mobility, and waste-to-wealth technologies. Current leadership in emission reduction is concentrated in Selangor, Johor, Melaka, Pahang, and Kedah, with a strong push for expanded participation from Sabah and Sarawak to achieve a comprehensive national sustainability agenda. The Malaysian government is finalizing the Climate Change Bill and the National Climate Change Authority Bill for a transparent National Carbon Market Policy. These frameworks are critical to meeting Malaysia’s updated Paris Agreement (NDC 3.0) targets, which aim to slash greenhouse gas emissions by 15 to 30 million tons by 2035.

To accelerate this transition, Malaysia is leveraging the UK-funded Climate Finance Accelerator (CFA) to leapfrog traditional development pathways and position itself as a global model for climate solutions. By effectively aligning capital, policy, and technical knowledge, the CFA is designed to make low-carbon businesses and entrepreneurs’ investor-ready for international markets.
