Google, Allied Corp. to Establish Chromebook Assembly Plant in Camarines Sur

Google and Allied Corp. Asia Pacific Pty. Ltd. have partnered to establish a Chromebook manufacturing facility in Camarines Sur, marking a significant public-private initiative aimed at strengthening local electronics assembly and accelerating the digital transformation of Philippine public schools.

The proposed plant will be located within CamSur Uptown Global City, a provincial government-led development that is in the process of securing Philippine Economic Zone Authority (PEZA) registration. Initial operations are targeted to begin in 2026, focusing on the local assembly of Chromebook laptops and related education technology devices for deployment in public schools nationwide.

The facility will span approximately 5,000 square meters, with an initial production capacity of 100,000 units per month, scalable to 200,000 units. Each production shift is expected to employ around 110 technicians, generating direct employment while supporting skills development in electronics and advanced manufacturing. Additional indirect jobs are anticipated across logistics, supply chains, and after-sales services.

Provincial and national governments have committed incentive packages to support the project’s rollout, including preferential lease rates, manpower sourcing and training support, and expedited permitting through a dedicated green lane. The investment also benefits from national reforms such as the CREATE MORE Law and the Tatak Pinoy Act, which aim to revitalize domestic manufacturing and attract high-value industries outside Metro Manila.

The initiative aligns with the Department of Education’s (DepEd) efforts to modernize learning infrastructure. Education Secretary Sonny Angara said locally assembling devices will strengthen supply chains, reduce deployment delays, and improve access to digital tools, particularly for schools in underserved and remote areas.

The manufacturing project complements a broader unsolicited public-private partnership proposal submitted by Allied Corp., Google, and PLDT. The proposal covers the provision of devices, learning and asset management systems, and internet connectivity for 1,000 public schools as an initial pilot, with potential expansion to nearly 48,000 public schools nationwide.

Beyond its immediate education objectives, the project reflects growing investor confidence in the Philippines’ manufacturing and digital sectors, as the administration seeks to position the country as a competitive base for technology-driven industries while promoting regional development and inclusive growth.
