Malaysia’s Budget 2025 Focuses on Enhancing Maritime Security Infrastructure

The Malaysian government has allocated MYR 675 million (USD 143 million) in Budget 2025 to strengthen its maritime security capabilities. This funding will be used to procure three new vessels as well as to upgrade vessels. Currently, the Malaysian Maritime Enforcement Agency (MMEA) operates a fleet of 237 vessels, including 71 ships and 166 boats, many of which are over 30 years old and in need of refurbishment.

Of the budget allocated specifically for the MMEA, MYR 150 million (USD 32 million) will be directed towards maintaining and extending the lifespan of six vessels under Ship Life Extension Programme (SLEP). Meanwhile, MYR 350 million (USD 74 million) is set aside for acquiring a Multi-Purpose Mission Ship (MPMS), equipped with advanced mission capabilities to enhance operational effectiveness. Additionally, MYR 160 million (USD 34 million) will fund the acquisition of two New Generation Patrol Craft (NGPC) designed to improve patrolling and enforcement capabilities in challenging maritime environments. Ongoing refits for two offshore patrol vessels, KM Banggi and KM Langkawi, further demonstrate efforts to modernize the MMEA’s fleet.

The budget includes MYR 15 million (USD 3.2 million) to repair and maintain a United States Coast Guard Cutter (USCGC), enhancing MMEA’s surveillance capabilities. In addition, four helicopters are being acquired, with delivery expected by March 2026. These measures align with the  government’s commitment to strengthening the MMEA’s operational readiness and capacity to combat maritime threats, ensuring the agency is equipped to safeguard Malaysia’s waters effectively.
